Protection of Human Rights

Through the activities of the Human Rights Protection Committee, the Special Committee on Children's Human Rights and Juvenile Law, the Special Committee on Pollution and Environmental Matters and the Special Committee on Consumer Protection, Toben presents its views through lectures and symposiums. These lectures and symposiums are frequently reported by the press and in magazines. Issues dealt with have included the fingerprinting of aliens (for purposes of alien registration; now abolished after years of opposition by Toben and Nichibenren), cerebral death and life ethics, the plight of Japanese nationals exiled in China, the study of capital punishment, the use of separate surnames by married couples and the adoption of a lay judges (saiban-in) system.

Toben also conducts investigations and presents recommendations and requests on cases involving the violation of human rights, primarily by policemen and in detention facilities.

Toben has taken up the issue of the human rights of foreign laborers. In 1990, Toben established the "Legal Consultation Center for Foreigners" to provide legal consultation and relief to foreigners living in Japan.  Interpreters proficient in certain foreign languages, including English and Chinese, are available at the Center and, depending on an individual's financial status, free legal consultation may be available.

In addition to Toben's activities directly related to the protection of human rights, since 1986, Toben has presented the "Tokyo Bar Association Human Rights Award" every year to people and organizations who have contributed to activities for the protection of human rights. The list of the persons and entities that have received the above-mentiond award has been shown at the end of this chapter.
