ACTIVITIES OF THE ASSOCIATION

 Reform of the Judicial System

Toben has expressed its opinions concerning reform of the system of justice and law to the government and to the Supreme Court. In 1964, Toben expressed its support for the governmental review of the system of the "unified legal profession", a legal system under which judges would be appointed from among attorneys. That expression of opinion was the starting point of Toben's activities for the reform of the judicial system.

Toben has continued to express its opinion on various issues concerning the judicial system. These have included consolidation of Summary Courts, the branches of the District Courts and Family Courts, reform of the national bar examination to increase the number of successful candidates and proportionately the number of younger candidates, and the adoption of a lay judges (saiban-in) system and the improvement of the system for public review of Supreme Court Justices, as means of increasing active participation by citizens in the judicial system.
